About me
Michelle “Shelley” Winters has over 24 years of experience in state government and is the current Director of the Division of Aeronautics, Rail and Transit at the NH Department of Transportation. Shelley was appointed by the NH Governor and Executive Council in August 2022 to serve a 4-year term and oversees all aviation, transit (both public and intercity), and railroad programs administered by the Department.
Prior to her tenure as Director, Shelley served in various roles within the Department’s Bureau of Rail & Transit, including 10 years as Bureau Administrator, and served on national and statewide committees, commissions, and work groups focused on transportation solutions. Throughout her career Shelley has worked diligently to enhance mobility and transportation options for New Hampshire citizens, whether seeking access to employment or medical, nutrition, pharmacy, and other lifeline services, and has advocated for the safe and efficient movement of goods within and into the state. Shelley has managed projects, large and small, and strives to improve and create a safe and connected (multi-modal) transportation network in NH.
Shelley hails from Franklin, NH and earned her Bachelor of Arts degree in Communications (Organizational Communication & Public Relations) from Marist College in Poughkeepsie, New York while playing on the Division I women’s basketball team and then earned her Master of Arts degree in Communications (Advertising & Public Relations) from Marquette University in Milwaukee, Wisconsin and Transportation Leadership certification from Indiana University. Shelley currently resides in Concord and is an avid sports enthusiast.
