Session 16A: NHDOT Pavement Markings Philosophy

- As technology advances and needs evolve, the selection of materials and application methods of roadway pavement markings for NHDOT projects and maintenance activities are changing.  This session will review the Department’s philosophy regarding pavement markings, with the objective of providing greater context and understanding for this period of flux. The presentation will discuss some basics and a brief history, key challenges and opportunities, recent trials, a snapshot of current practices, and a glimpse of the near future for NHDOT projects.

Session 16B: Reducing Speeding in Construction Work Zones: Insights from the CTDOT’s Automated Work Zone Speed Control Pilot

- The Connecticut Department of Transportation (CTDOT) implemented a short-term pilot to test the efficacy of using automated speed enforcement systems to reduce speeding in construction work zones and thereby improve safety. The program deployed specially equipped vehicles to detect speeding vehicles, record data and images of the vehicle license plates, and then issue warnings for first time violations, and subsequent infractions for repeat violations. The Automated Work Zone Speed Control Pilot (the Pilot) demonstrated success of this tool in reducing speeds in work zones and lead to legislation authorizing it’s use on a permanent basis.  HDR was the Program Administrator on behalf of CTDOT, and provided procurement support, project management, preliminary design, technical oversight, strategic communications, as well as statistical analysis of the results. HDR partnered with CTDOT and various partner agencies, and a third-party system vendor to deliver the Pilot within the time frames specified in the authorizing State Legislation. HDR produced a final report to the Connecticut General Assembly (CGA) which demonstrated that the Pilot was highly effective at slowing drivers in work zones by analyzing vehicle speeds before deployment of the system, at various periods during operations, and again after the Pilot had concluded. The CGA authorized the use of automated work zone speed enforcement systems on a permanent basis in legislation passed in 2024, due in part to the success of the Pilot.
